Summary.

Article 1 proposes to designate July 8 as Real Estate Broker Day throughout the national territory. The designation concerns Panamanian real estate brokers and would apply across the country. Its territorial scope therefore extends nationwide rather than being confined to a province, district, or corregimiento (district). The article assigns a date to that designation and addresses the observance identified in its text.

Article 2 provides for actions connected with the designation in the preceding article. It assigns those actions to the National Government (Gobierno Nacional), acting through the Ministry of Commerce and Industries (Ministerio de Comercio e Industrias), and to civil society. Under the bill, the actions are intended to highlight the importance of promoting and carrying out the work of Panamanian real estate brokers. The provision thus connects the designated day to activities by the parties it names. The National Government would act through the specified ministry, while civil society is also named as a participant in the actions. Both the public institution and civil society appear in the article as parties responsible for carrying out the stated purpose.

Article 3 provides that the proposed law would entail no obligation concerning the Labor Code (Código de Trabajo) of the Republic of Panama (República de Panamá). This is the relationship the bill sets out between the designation and that labor law. The article does not amend the Labor Code’s provisions; its reference to the code appears in the bill’s own rule concerning obligations. In the order of the bill, this provision follows the designation of the day and the assignment of actions to highlight the brokers’ work.

Article 4 provides that the proposed law would take effect upon promulgation. This commencement rule closes the bill and links the operation of the preceding provisions to promulgation. In sequence, the bill contains a nationwide designation, actions by the National Government through the Ministry of Commerce and Industries and by civil society, a provision concerning the Labor Code of the Republic of Panama, and a rule governing when the proposed law would begin to apply.

The public bodies involved are the National Government and the Ministry of Commerce and Industries. The bill also refers to the Labor Code of the Republic of Panama. Its subject matter could be of interest to Panamanian real estate brokers, participants in the real estate sector, and civil society organizations identified as participants in the proposed actions.
