Summary.

The bill proposes replacing Article 15 of Law 33 of May 10, 2012 to describe the political and administrative boundaries of the District of Bledechia. The proposed text identifies five corregimientos (districts): Santa Catalina (Bledechia), Alto Bilingüe (Gdogechia), Loma Yuca (I Jwicho), San Pedrito (Kurori) and Valle Bonito (Dogata). It identifies the seats of the corregimientos and defines their adjoining boundaries by reference to rivers, streams, drainage divides, hills, the Central Mountain Range (Cordillera Central) and points specified by coordinates.

For the Santa Catalina corregimiento, Article 1 places its seat in Santa Catalina and traces its boundaries with Valle Bonito, Loma Yuca and San Pedrito. The route refers to the Luis River, Alto Cuay, the Cahuita, Toncri, Chelelé and Guacamayo river basins, Cerro U cueri, the Caña River, the Chonte River and the Chucará River. For Alto Bilingüe, it places the seat in Alto Bilingüe and describes boundaries with Valle Bonito and Loma Yuca using, among other geographical features, the Grande River, Calovébora River, Carriceño or Chirere River, Cerro Titin or Cerro Caballo, and the Central Mountain Range.

The same article places the seat of Loma Yuca in Llano Bonito and describes its boundaries with San Pedrito, Santa Catalina, Valle Bonito and Alto Bilingüe. It uses the Murciélago, Chucará, Chonte and Caña rivers and points on drainage divides, among other reference features. It also places the seat of San Pedrito in San Pedrito and sets out its boundaries with Santa Catalina and Loma Yuca. Finally, it places the seat of Valle Bonito in Valle Bonito and describes its boundaries with Santa Catalina and Alto Bilingüe.

Article 2 proposes replacing Article 16 of Law 33 of May 10, 2012 with lists of communities and places within the political and administrative boundaries of Santa Catalina, Alto Bilingüe, San Pedrito and Valle Bonito, without excluding places established in the future. Places listed for Santa Catalina include Boca de Chonte, Alto Chonte, Brazo de Chelelé, Río Dajao, Zaragoza, Boca de Caño, Boca de Mango and Alto Terrón. The Alto Bilingüe list includes Chelelé and Cabuya; the San Pedrito list includes Caño Visto, Alto Miramar, Alto Pita, Alto Caña Blanca, Camarón, Piedra Grande, Quebrada Arenal and Caracol; and the Valle Bonito list includes Alto Tucán, Alto Mar, Cerro Caballo, Río Grande, Bocana de Río Grande, Bajo Cedro and Alto Cedro.

Article 3 separately lists communities and places in the Loma Yuca corregimiento. They include Piedra Grande, Bella Cruz, Quebrada Arenal, Barranco, Loma Yuca, Llano Bonito, Boca de Chonte Arriba and Cerro Tulivieja. Article 4 replaces Article 14 of Law 33 of May 10, 2012: it provides for the District of Bledechia to be divided into five (5) corregimiento and locates the district seat in the community of Santa Catalina.

Article 5 declares that Articles 14, 15 and 16 of Law 33 of May 10, 2012 are amended. Article 6 provides that the proposed law would enter into force two years after its promulgation. The provisions concern the territorial administration of the corregimientos of the District of Bledechia, in the Ngäbe Buglé comarca, and their communities and residents, through the description of seats, boundaries and places included in that division.
