Summary.

The bill proposes to amend Law 63 of 2015 by repealing three of its articles. Art. 1 of the bill repeals Article 1 of that law. The provision identifies the article of the existing law to which the repeal would apply and is the first of the proposed changes. Its effect is stated as the removal of that article from Law 63 of 2015; the bill does not set out replacement wording for it.

Art. 2 proposes to repeal Article 3 of Law 63 of 2015. This provision concerns a different article from the one addressed in Art. 1 of the bill. Following the order of the bill, it adds a second repeal affecting the same law and states it as a separate measure. The bill thereby identifies Article 3 as another provision of Law 63 of 2015 that would cease to apply when the proposed law took effect.

Art. 3 of the bill provides for the repeal of Article 4 of Law 63 of 2015. It completes the separate identification of the articles proposed for repeal. Like the preceding provisions, this article expressly identifies both the law and the article affected. The proposed change is the repeal of Article 4, without setting out substitute text for that article.

Art. 4 combines the repeals stated in the preceding articles into a single provision. It provides that the proposed law repeals Articles 1, 3 and 4 of Law 63 of 2015. This clause restates the combined scope of the three individual repeals: it concerns the same articles of the same law. The bill therefore contains both a separate provision for each article and a provision that identifies together all the articles proposed for repeal.

Art. 5 sets the effective date as the day following the promulgation of the proposed law. That date would determine when the bill’s provisions, including the repeals of Articles 1, 3 and 4 of Law 63 of 2015, would take effect. The bill thus ties the operation of those repeals to the promulgation of the new law.

In view of the bill’s legislative proceedings, the National Assembly (Asamblea Nacional) is the public institution associated with it. The bill directly concerns Law 63 of 2015 and may be relevant to those who apply or consult that law, as well as municipal sectors connected with its subject matter.
