Summary.
The bill proposes an annual program to maintain and improve public educational centers in the Republic of Panama. Its principal function would be to establish a regulatory framework for carrying out the necessary work in a scientific and orderly manner, so that students have basic facilities and the resources needed for teaching and learning. Implementation would be gradual and would reflect the physical condition and needs of each center. The program would cover maintenance and improvements, but would not include the construction of educational centers.
The gradual process would begin when the regulations implementing the law take effect. The bill lists its components in this order: infrastructure; basic services, including wastewater systems and electricity; sanitary bathrooms; basic equipment or furniture; computer equipment; laboratories and similar facilities; equipment and spaces for cultural and sports activities; and preventive maintenance. Work would begin with infrastructure improvements and proceed in that order, with the aim of bringing all educational centers gradually to the preventive maintenance stage.
For purposes of the program, educational centers would include public schools and colleges, as well as Child Guidance Centers governed by MEDUCA or the municipalities under Law 47 of 1946. Maintenance and improvement work would take place annually during the recess of public schools and colleges, in accordance with the official school calendar. Work could be carried out at another time by mutual agreement when its urgency or nature requires it.
Each year, municipalities, acting through their municipal councils, would assess the educational centers within their jurisdiction. They would prepare a detailed list identifying the centers, their locations, the type of student population they serve, and the general condition of their facilities. That information would be used to coordinate maintenance and improvement work. MEDUCA, through its National Directorate of Engineering and Architecture, would coordinate each year with municipal councils on work at educational centers in each district. During the first semester of each year, the same directorate would prepare an annual program containing basic recommendations for maintenance and improvements at educational centers in each district of the country.
MEDUCA would include in its annual budget the resources needed to meet the program’s objectives. The Ministry of Education (Ministerio de Educación) would issue regulations within the next (90) days after promulgation, and the bill provides that the law would take effect on the day following its promulgation. The public bodies involved would be the Ministry of Education, municipalities, and municipal councils. The sectors concerned would include public educational centers, their students, and school communities.
